I vote to do nothing with tanking assuming a team has a legal and full roster of NHL players. If a team doesn't have an active roster and is tanking either replace the GM (didn't set their lineup) or drop their 1st round pick that year 1 spot (1st overall to 2nd overall for example)
I have no issue with re-sigings of waived players. However, once resigned they should return to the active roster and have to clear waivers again (unless exempt) before being returned to the minors.
I vote to kill the draft lottery here.

I really hope we do not kill the draft lottery. We really need to do something about the activity around these parks.

TANKING It's tricky to decide whether or not a team is tanking or not, but if we notice a team has better players in the minors than on their roster, said roster should be adjusted immediately-retroactive if necessary.
RE-SIGNING WAIVED (BUYOUTS) PLAYERS I have no problem with being able to offer a new contract just like any other GM can.
DRAFT LOTTERY Keep it.

TANKING As long as theyve got a full roster and arent playing injured players over Healthy players on the bench then im fine with that. but if theyve got three healthy players scratched one night for people with injuries its not okay, they should only have injured players in playing spots if they absolutely have to.
Waived players If you buy a player out during the season. you shouldnt be able to sign him again until the season ends at least.

TANKING If they have a legal lineup (we could say 2 goalies in the NHL and 12 active NHL players) then yeah. In another league it's 35 GP minimum for goalies to prevent tanking which is a bit ridiculous but we could get thoughts here
Waived players This will be a good vote
Draft Lottery I understand both sides, another good vote

Tanking :
It is almost impossible to tell as life gets in the way sometimes and other times it is strategy as you may want to wait until you call a guy up as you may get another cheap year out of him. If you have 3 guys that are designated in the minors that are active and productive guys in the minors that are not active, that is a problem.
Re-signing waived players shouldn't occur until the next offseason I'm.
Draft, I would like to see it done in the same manner as we did the contraction. Run it through an independent simulator, but I feel the outcry some would have if the top overall pick slides 3 spots to 4 or 7th place drops back two spots.
We will hold a vote for each one in the coming weeks.

Tanking: As long as someone has an active roster, I don't see an issue.
I don't think the owner that buys out a player should be able to sign that player again.

Tanking: Agreed with most - so long as productive guys in minors are moved up in a timely manner and non-active guys aren't taking up NHl roster spots, all is good. Waived players - team buying him out cannot sign him until season ends KEEP the Draft Lottery - unique, random picking based on real life draft odds. One question...Frank - Parks? I think you emans parts.

If everyone interprets a "waived" player as someone bought out of their contract them I'm on board with not letting the team resign them. That said, waiving a player usually means sending them to the minors from active roster. If the second interpretation is the case then I stick with my original vote on that, if not then I revert my vote to not allowing resigns of waived players.

A waived player is still under contract, ARZ should have said "resigning of players bought out". My interpretation...

Since we have differences in opinion, let's start with voting on tanking with varying degrees of punishment?
